Have your say on the draft Domestic Animal Management Plan 2026-2029.
Domestic animal management is one of Council’s primary responsibilities. The Warrnambool City Council Domestic Animal Management Plan 2021-2025 is being revised and the community is invited to provide feedback on the draft Plan for 2026-2029.
The draft Plan provides a clear overview of Council’s role and actions for the future management of domestic animals. It assists Council to create an environment that encourages safe and responsible pet ownership and where people and animals can live in the City harmoniously.

The Warrnambool municipality is home to more than 4200 registered dogs and 1500 registered cats.
The Plan, required under Section 68A of the Domestic Animals Act 1994, recognises that animals, both domestic and agricultural, are part of the community and they contribute to our quality of life, whilst also recognising the needs of non-pet owners.
The Plan identifies strategies and actions that will maintain a balance between all interested parties and meet legislative requirements.
The Plan also seeks to minimise the risk of dog attacks, nuisance animals and addresses animal population control.
Key changes to the Plan include updates to animal registration numbers, plans for increased patrols and greater focus on responsible cat ownership.
How can you provide comment?
- Fill in the survey at the bottom of this page to provide your feedback on the draft Strategy. A hard copy survey can also be filled in at the Civic Centre 25 Liebig Street Warrnambool.
- Make a written submission - email it to [email protected] or post it to PO Box 198, 25 Liebig Street, Warrnambool Victoria 3280. Please add “Domestic Animal Management Plan” to the subject line.
- Drop in to the Your Say pop up stall at the Warrnambool Library - 11 am to 1 pm Wednesday 13th of May to view the draft Plan and provide your comments.
How will your feedback be used?
Your feedback will be considered when finalising the Plan for Council adoption.
