Draft Finance Plans and Policies

To ensure sound and transparent financial management, Council is guided by a range of plans and policies. These are regularly reviewed. Three key guides have been revised as a part of the 2026-2027 budget process and are open for comment. You can read them at the links below:

Revenue and Rating Plan 2025-2029 (revised) a framework to guide decisions about the most appropriate and affordable revenue and rating approach to deliver on the Council Plan, programs, services and capital works.

Borrowings Policy 2026 - a structured and prudent framework for use and management of debt to support long term financial stability and delivery of capital investment. 

Investment Policy 2026 a framework to guide decisions about the types, terms and management of Council investments.

  • Fill in the survey at the bottom of this page to provide your feedback on any of these draft documents.  A hard copy survey can also be filled in at the Civic Centre 25 Liebig Street Warrnambool.  
  • Make a written submission and email it to [email protected]  or post it to PO Box 198, 25 Liebig Street, Warrnambool Victoria 3280. Please add  “Finance Plans and Policies Submission”  to the subject line of your correspondence.  
  • Drop into the Library Your Say session 11 - 1 pm Wednesday 13 May to view the documents and provide your comments. If you need assistance, we can help you fill in the online or hard copy survey.

How will your feedback be used?

Your feedback will be considered when finalising these financial management guides. The final policies will be presented to Council for endorsement at the 1 June 2026 scheduled Council meeting.
