A trial of a two-metre wide pedestrian walkway along Flaherty Lane is underway. To evaluate the trial we'd like to gather your comments about the change.
In August a temporary walkway was installed along Flaherty Lane and the Lane became an exit only for vehicles leaving Ozone Carpark. Vehicles seeking to enter the carpark are being directed to enter via Timor Street and De Grandi Lane
The aim of the trial is to make Flaherty Lane safer for people walking between Ozone Carpark and Kepler Street. Prior to the trial people walking through Flaherty Lane either had to use the narrow kerb or share the road with vehicles entering and leaving the carpark. This was particularly difficult for people using mobility aids or pushing prams. Creating a dedicated walkway provides a clear separation between people and vehicles.

The trial has been in place for over a month, and will continue into November. If you have used the carpark or the Lane during this time and would like to provide feedback you can:
- Fill in the survey at the bottom of this page. A hard copy survey can also be filled in at the Civic Centre 25 Liebig Street Warrnambool.
- Make a written submission - email it to [email protected] or post it to PO Box 198 Warrnambool Victoria 3280. Please add “Flaherty Lane Trial” to the subject line.
- Visit one of the pop up stalls on Kepler Street. Dates and times are listed in the "Related Events" below.
- Drop in to the Your Say session at the Warrnambool Library - 11 am to 1 pm Wednesday 14 October 2026 to talk to staff.
How will your comments be used?
Your comments will form part of the information considered by Council to decide whether to build a permanent walkway. Traffic and parking counts, along with discussions with key stakeholder groups, will also be considered.
