Open Space Contributions Policy

Have your say on how open space contributions are made by land developers.

On 1 June 2026, Council adopted the Open Space Strategy 2026 - 2041. Action 6 in the Strategy recommends a review of Council's present Open Space Contribution policy and subsequent amendment to Warrnambool's Planning Scheme. The Open Space Contributions report responds to this recommendation.

Councils in Victoria can raise development contributions for the provision of municipal open space through various methods. The Open Space Contributions report is an independent analysis of open space contribution requirements for Warrnambool and considers:

  • Current policy
  • Population, housing capacity, and development capacity
  • current state of open space
  • contribution rate
  • implementation

The proposal in the Open Space Contributions report, focuses on the levying ability under the Subdivision Act, which allows for the incorporation of municipal-wide or district/area specific contribution rates into the Planning Scheme through amendments to the Schedule to Clause 53.01.
