Have your say about Council's proposal to sell the land at 81 - 85 Timor Street.

The land at 81 - 85 Timor Street is leased by Council to the Warrnambool Bowls Club. Council is proposing to sell the land to the Bowls Club who have a lease over the land until 2043. 

This land is used for the bowling greens as part of the Club's integrated bowling facility and is situated between three adjoining properties owned by the Club at 79, 87 and 91 Timor Street.  The land proposed for sale is shown on the map below.

The Club has plans to expand and improve their facilities to benefit the community. These include possibilities like adding new greens and roofing the site. However, not owning all the land makes these investments more difficult. Purchasing the land gives the Club the security and certainty needed to invest in improvements to the site.

If sold, restrictions would be placed on the sale of the land to ensure it can only be used for a bowling green for 15 years.

Why does the Warrnambool Bowls Club want to purchase the land?

The bowling greens are on Council land, but are surrounded by land owned by the Bowls Club. The Club would like to improve the facilities, however, not owning all the land makes these investments more difficult. Purchasing the land from Council gives the Club the security and certainty needed to invest in improvements to the site.

What is the proposed sale price?

Council’s proposal is to sell the land to the Warrnambool Bowls Club for $500,000 (plus GST) to be paid in 3 instalments. This figure was set using an independent valuation of the land that took into account the present lease terms (until 2043), the sale restrictions on the use of the land (bowling green only), the surrounding land ownership and the ongoing use of the land for recreation. 

Why is Council considering selling the land – how would the community benefit?

The land is leased to the Bowls Club until 2043 for a relatively small fee. The sale would allow the community to benefit from improved facilities at the Club, and funds from the sale would be available to support other Council programs. Selling land that is surplus to Council requirements is guided by Council's Sale and Acquisition of Land Policy.

What process does Council need to go through to sell the land?

To sell the land Council must: 

  • publish a notice of its intention to sell the property, for at least 4 weeks prior to the proposed sale, on our internet page;
  • undertake a community engagement process in accordance with our adopted community engagement policy; and
  • obtain a valuation of the property which is not less than 6 months old as at the date of sale.

How would the sale occur?

The sale of the land to the Warrnambool Bowls Club would happen via a private sale, rather than on the open market. An independent valuation has been used to set the price for the sale.
