Council is developing the Warrnambool Community Services Futures Plan 2040.
Warrnambool’s population is expected to grow to more than 41,000 by 2046. To make sure we’re ready, we need to plan for the community services and facilities that people will need in the years ahead.
The Community Services Futures Plan will guide Council over the next 15 years to deliver the right services and infrastructure for our growing and changing community.

Why is this important?
Community facilities like libraries, halls, and cultural spaces can last 50 to 100 years. Over that time, they need to adapt to changes in population and community needs. We’re already seeing more diversity in our city, and we expect an increase in older residents over the next 15 years.
People’s expectations are also changing. Many want spaces with technology for work and learning, longer opening hours, more services in one place, and flexible spaces that can be used in different ways.
We believe community facilities and services should be welcoming and accessible for everyone—no matter your age, background, or ability. This includes how buildings are designed, their location and how services operate.
The draft plan builds on the work completed in the 2013 Community Services and Infrastructure Plan and reflects what our community needs now and into the future. It looks at libraries, community spaces, arts and culture, youth services, education, community health, and services for seniors. Kindergartens, maternal and child health, childcare centres, sports reserves, and open spaces are not included in this plan. Council is planning for these separately.
